Dear Sir/Madam, I can build you an app which can list the available wifi networks which you can select and enter the password to connect to it. After a succesful connection it can open chrome with a website of your choosing. If you could provide some wireframes of the proposed UI we can get started. With regards to the WiFi connect functionality I have done this with a past project on freelancer, and well the rest isn't too difficult. I look forward to hearing back from you soon.
