I have a website, [login to view URL] where people can download skins for the popular online game, agario. People can upload their own skins in the upload section of the site. We have around 10,000 user uploaded skins currently. What I need is this: I need someone to display all 10,000 uploaded skins on the website, 20 skins per page. All images are located in a directory. Here's the problem I have:

That's easy enough. But I don't want to display all 10,000 images on one page, I need to display 20 images on each page, across 500 pages. This is what I need you to do.
In additional I'd also like a rating system setup where people can upvote or downvote skins. It should be possible for people to search the highest rate skin.

We'd implement a database that dynamically adds every uploaded skin to it, and also use this for storing skin ratings. When it comes to displaying, we'd keep a variable of the last shown skin, then when the next page is loaded it loads another x number of skins carrying on from that point. Doing it in this manner allows us to code a single script that will function to display all agario skins and also contain the functionality to rate them.
