Custom Joomla Component

I am needing a custom component coded for Joomla. A system similar to DocMan, but with specific requirements. -I have a current database (Microsoft Access) of users that need to be imported with temporary passwords. Once imported a email should be sent to allow the users to set up a new password. -The system would consist of \"Projects\" that hold files (images, documentation, etc.) -Users would have restricted access to certain projects as decided by the site administrator. Administrators should be able to set these permissions individually by user or user group. -When a new Project is created, administrators will have the option to send out an email (automatically) with details about the new project to all users or to select user groups. -A log of Project access should be available to administrators, in order to see when projects, files, etc. were accessed and by which users.
