Create Wordpress Plugin to add video CMS and pay per view features

I am looking for a wordpress plugin that will allow for sellers to upload videos that are transcoded into mp4 in variable qualities for html5 output (no flash). These sellers must be able to set the prices for their videos. Separate prices can be set for streaming video once or download.
There must be an admin review period before the sellers content is posted.
The site must be able to retain credit card information to allow users make quick purchases. The idea is to sell primarily on an app store like micro transaction model and therefor it is important buyers can quickly decide that want to buy a $2.99 ppv.
Sellers content would be organized into channels. Each seller also has the option of setting a monthly stream price for all the content on their channel.
The site take a percentage of these transactions. This must be easy to adjust on the fly.
The plugin must handle reporting of all the seller data, both for the admin and the seller, and handle the pay out process.
Must work with Stripe, Paypal, and Braintree for payment processing.
