Create a Wordpress Classified sell/buy ads theme

I want a theme with the following functions:
- Website can hold 2 types of ads (sell/buy)
- Ads are listed into categories
- When someone posts an ad, they need to create an account and specify Ad Name, Description, location, offer/demand ad, Tags/Skills, Upload files (photo or video). People cannot create an account without a valid posted ad.
- When someone posts a demand add (ex Looking for handy man to repair my roof, and posts it to category "handy man", I want people from that category (that previously posted an offer ad into the category "handy man", to receive an e-mail notification that someone posted a new ad for them)
- Ads contains a button "contact me" - sends an e-mail or "show contact" - for mobile phone
- Website should offer pricing plans for featured ads and limited/unlimited posted ads
- If someone creates a free ad there should be a possibility to make it a featured ad anytime after the ad was posted.
- ad expiry time shall be configured by admin. If an ad is going to expire an e-mail should be sent to its owner.
- Ads cannot be published automatically unless an admin approves them.
- Website has two slides on the front page, "last added ads" and "featured ads"
- On the front page, there is a search bar containing these fields: "Looking for: offer/demand | Category | Location | Keyword
- Website needs to be visible on PC, Phone and Tablet
- After one user contacts another user, regarding an ad, they will have an option to rate (5 stars) the owner's ad depending on the quality offered. This should work both ways for the offer or demand users
- Newsletter feed needs to be configurable regarding the frequency (no newsletter, 1 news/day, 1 news /week)
