Create Project Management Information System

I need co-workers to make information system to manage project (project management), 'task' detail looks like 'task' in software redmine [login to view URL] but this is much simpler. (requirement draft in attached pdf). in addition to the main needs in pdf requirement, there are other needs that data task are imported from microsoft project output. The main output is. .MPP extension, but can also save as becomes: xls, csv, txt and xml. Data import feature does not have to be all extensions. I prefer can be imported from .MPP, but if there is a solution that is faster by using one of the 4 other extensions are also not a problem. I put the skilss to use php so that I can understand too. for other programming languages I opened up the opportunity, but not prioritized because it takes time to learn.
