Create / Modify an existing WordPress Template for Small Radio Station website

We are a small community based radio station with an existing site using a responsive template in WordPress which we are not happy with. This project is to help re-design / rebuild or even replace the template with a new, fresh design that looks great on desktop/tablet/mobile device. The site needs to have the following features / functionality: 1) Home Page with main navigation menu 2) Area for shows and DJs 3) Area for photos we can upload 4) Entertainment and Lifestyle information section (we would like to use a feed - have not selected one yet, but something RSS based could be suitable) 5) Community Events and Concerts section (calendar style widget to re-use info - we have a feed API with full instructions on how to setup) 6) Contact Form (with capcha / spam protection) 7) Dynamic Now Playing and Listen Live (we have a text file to feed this information) 8) Local Weather - current temp/condition icon, forecast, click to full forecast page hosted on our site (perhaps fed via RSS or API - we have not selected one yet) 9) Tie into Facebook / Twitter / etc. 10) Multiple locations and frequencies (need to select location which changes context of some site features like phone number, what frequency to listen, local events and concerts guide) 11) Form for listeners to provide feedback 12) Form for listeners to submit requests We have an existing logo, core colors, layout design and some ideas on what we'd like to see, but we're also open to suggestions and creativity. If you are a great designer and can assist with the website and widget selection requirements in this project please send examples of your work and experience. Sorry, if you are new to design and WordPress this won't be the right project for you. Generic replies won't be selected, so please make sure you provide a proper response with real working samples. We would prefer to award this project to a small design firm or individual, however if you are a corporate or a design house that's fine, but we won't be wasting time with account managers who farm the work off to third parties and don't have a clue. Whilst we are not difficult or picky, we'd like to see a few design candidates and be able to make changes until we are happy with the site appearance. It would be useful (but not essential) for you to have a static IP Address as the site being developed will be hidden from public access whilst work is being done.
