Build a simple tool to put research into a MySQL database

I want a web tool to communicate with a MySQL database. I want to have a web interface that can add, view, search, edit, delete, sort etc the database. The web interface is to be installed on a cpanel account at my site, it will be a general lamp setup, but I have access to the VPS that the cpanel is installed at. I want everything coded in either PHP or Python, and please tell me which framework you are using if you do it in PHP. Also let me know if I need to install anything if it is Python. The delivery should be: I want to have one admin user that can add users that should be able to log into the tool. So I need one database and a simple webpage for when I am logged in as admin to add, remove and edit users. One simple looking page where you log into the tool itself, here you enter username and password and log in. I want a backup function of the database to a dropbox account of my chosing, so this needs to be configurable through the admin login. I want it installed and working at my cpanel account. I want all the source codes and database sent to me so I can install it later on. On the tool I want the different database entries under one prime value (like for instance car brands, BMW would be the main entry, then all sorts of technical details below that, and Toyota would be another main entry, and then all sorts of technical details below that. And I want to be able to for example display all entries that has a 200 horsepower motor, or all the cars that is classified as a SUV.) On most of the values the entry is single, but I would want a few places where I can add different intervals, for example if I under BMW wanted to have a value that was URLS to Press release about M3, then I must be able to add as many as I want to that field, but each entry is searchable. In the tool I want the different entries below the main entry to be organized in tabs, I want 7-8 tabs, I will provide a list with the different values and tabs on private discussion. There are now 50 different entries I want to add under the one prime value, but I would like to be able to add more if needed, but we can discuss how to solve this.
