Build a Website for a proof of concept

Hello, I'd like to create a very simple proof of concept. Therefor I need a very basic minimum viable product to show. Basicly I am talking about 4 pages: - logon method 2 methods of authentication as I have 2 kinds of visitors: public visitors, very open and internal people who can post their stuff which are viewable by the public visitors. - A "admin" page in which I can create private users who can post their stuff on my website. - overview page for an entity (private user who I have created) (what am i offering), compare it to a "kind of" backend page. Managing products let's say. It's only containing the entity's personal info and a manner to put something on the website (kind of input page which isn't public). Input may never be done publicly. And which contains a "inbox" and chatbox (explained later). - one page public with 2dynamic divs which consists of a search/result div and when drilling down in a result the details of an item. A use case: A public user is interested in my website and can navigate (very basic navigation pane which consists of 2 links): - search - contact Clicking the contact page opens a div showing static page displaying a page with contact the contact information about the site itself. Clicking the search page opens a div (same position as the other one) showing a dynamic search/result page. By default all items are shown and by clicking search the resultset is narrowed. Results consist of thumbnail pictures with 2 lines of text under it, displaying very basic information. Clicking one of the thumbnails opens another page/div/popup (whatever is the easiest to program) showing the details of the clicked item. A lightbox must be used for the pictures. Unregistered public users cannot see pictures in the lightbox but can see only thumnails. Registering is very simple, provide an e-mail address (no password), first name and name. Logging in is even more simple, enter the e-mail address and click login. I know this is not secure, but it isn't meant for that. When the public user is logged in, he can see all pictures in the lightbox. Contact information about the private user (name) and a possibility to start a chat with the private user or drop him an e-mail which is delivered in the private user's "inbox" on this page. All must be very very very simple coding, no advanced features as I want to use this just as a proof of concept. No fancy artwork, no fancy security, just extremely basic and a working minimal viable product. So I think this are all very easy and standard things to be made and my budget for this is 200$, that's why I'm taking this offshore. Can you let me know if you can do it?
