Add code to existing project and finish for me. kids colouring book & user manager with online database

I need someone to add code and finish a kids colouring book for me and a usermanager for the colouringbook. the colouringbook needs all the code for drawing such as pen, paintbucket, pastebrush etc and a couple of other things. plus I need the code making for the usermanager, this will allow me to add/delete users from an online database. the kids colouring book will check this online database to see if they have permission to run it. I would like to be able to add users or delete them if they ask for a refund etc. I have made a word document which will show you everything I need doing. This software will be partly raising money for charity so please no silly quotes.
