Framework for Game App for Android, iPhone, Flash, or Facebook.

Hello, We would like a prototype game built that is similar in functionality to "Mafia Wars" or "Lemonade Tycoon". The user will start their own business by completing various jobs and acquiring assets in a similar fashion to those games. For this project we would like the basic framework built up so we can begin populating it with objects. Graphic design is not needed. The game will have 8 variables (Action Points, Cash, Inventory, Accounts Receivable, Accounts Payable, etc). For example, the user will click on objects that requires a certain number of action points and cash and that will cause a change in the inventory or accounts receivable. We have not yet developed the content for the objects, but we would like the prototype to allow us to build a library of objects. Long term project possibility. We would like to work with an individual or a team that can build out this App for Android, Facebook, Flash and iPhone. The first prototype can be built in the platform the team is most comfortable with.
