Shipping software for lookup of shipping costs and creation of shipping information, documents and reports

I’m looking for an exceptional coding job on an extensive application that checks shipping rates and creates shipping documents and reports. A couple of years ago, I had a small developer bring my vision to a physical fruition, but it was short of my expectations. A year later, my vision is much clearer, more detailed and certainly more demanding. I’m looking for an extremely high quality project that I can give it to potential customers by the hundreds. I am giving it away for FREE…and because of this I cannot afford to support it…so what I’m saying is: the finished product has to be flawless. And I’m looking for speed. I want completion within 6 weeks of signing an agreement, at which time I will tender the code out for testing by two of your independent peers and report the results back to you, and will provide another 2 weeks for code repair before re-testing by your peers. I have attached a zipped file that introduces and outlines the application I want, to help you formulate an understanding of what I’m looking for. I encourage you to review the zipped file in detail to determine if this project is within your scope, and that with your complete understanding, you will be committed to it. Do not bid too low. Of the final end price that you quote, I will provide 10% of the funds up front and 20% at the 3 week mark upon receiving substantial proof that my desired application is well underway, another 20% at the 5 week mark upon receiving proof of advancement and I will provide 20% at the 6 week mark when the application is required to be finished and the code provided. After testing by two other 3rd party coders and two weeks more time for you to re-finishing and fine tune I will pay 20% and after re-testing by your peers and your re-re-finishing and re-fine tuning the final 10% will be paid. A generous bonus may be possible too for the right application delivered quickly. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I want this application to be secure and stable. It's been suggested to me: VB6, VB.NET, C#.NET (to be honest, I don't know much or understand the different platforms or which ones would best be suited for my project. I am looking for your input on this). It will be installed on PC's of unknow configurations, likely Windows XP, NT, 2000
