Patch2phone - What is required is telephony software (VOIP)

Connect a pc on the internet to another pc at another location and use the connected pc to dial out to a local number and than patch the call. The software must also do the following:-Example :- If I were to call from South Africa to England, I will call an internet user in England who will give me access to use his modem to dial a local number and than allow me to patch via the internet and talk to the local person called. On the persons computer you calling to, the client software must be loaded which will monitor how long the call took and also allow only users that are authenticated (by the main server software) to work out the cost of the call made based on the local rates inserted by the user. The client user will also have the option to set a range of dialable numbers based on area codes and how long the call could last in monetary value and time value. On the server side each installed client must be displayed with information of which dial areas are usable and also the cost of the calls made through each client software. Feel free to request a more detailed information specification if you unclear of the requirements. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Can be written using any Langauge as long as it works with Windows and Linux boxes . Must have a internet interface that will allow the software to work on most popular browsers.
