Intellectual Property Web Based Tools - Ruby/PHP

Hello - Thanks for looking at my request. I am looking for help to develop and deploy an intellectual property web based tool. Last year I had this tool developed by a Ruby programmer and it was very widely embraced by the IP community, but unfortunately our programmer went AWOL and took the code/database with him. He has transferred the domains over to me but claims all of the code was lost while he was AWOL due to his failure to pay his hosting company. Live and learn - so I am now turning to this community for help. I listed the price as "unknown" since I am not a coder/programmer - so I would appreciate thoughtful bids. The project was originally written in Ruby on Rails and was simply a site wherein someone put in search terms and was given an RSS feed that was updated on some predetermined schedule. Each user had an individual account and a full menu of databases from which to search and pull in content on a regular basis. The site was quite clean looking and, as I said, had a pretty nice adoption leading up to a paid service when we ran afoul. The original site was PatentMojo and was listed in the Ruby on Rails site as a featured project etc. I would be happy to discuss this in more depth with you .

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Unfortunately, I don't have much left of the old patentmojo site -- I was a novice on having things programmed, so I must confess that I was a bit naive in my dealings with the previous coder.

Internet archive doesn't have anything.

To answer a couple of questions:

(1) It doesn't have to be programmed in Ruby - any language that works is fine for me. It would be cool to have some Ajax type features - but that is over my head.

(2) Beyond programming the site - we will probably have a need for ongoing maintenance. So - this is probably a long term relationship we are establishing -- hence, I would prefer to work with folks who have an established business and a history of prior project completions.

Please let me know if you have any other questions - I am quite excited to get this project up and running once again.
