Website Programming for Online Consulting

Dear Providers, I need a complete package of website for online consulting business. It must have following: - Two account types, one for providers and another for clients. - Two category marketplaces, one for 'project showcase' where clients submit their projects publicly and providers bid. Another is 'project invitation', where clients browse or search suitable providers. Invitation to do the project can be sent by clients to providers. - Invoice maker, where providers can create invoice and send to their clients. - Skype integration. OR whatever voice over ineternet protocol you know. Website must be able to: - Keep both providers' and clients' details and resumes (CVs). - Allow clients' to browse providers' resumes and vice versa. - Allow invitation be sent to providers' e-mails. - Allow feedbacks be given by clients to providers and vice versa. Other criteria: - I need a well written, powerful script, buggy codes are least things I want. - CSS templates, PHP, ASP, JSP, Ajax, whatever, please advise what would be best combination. Quote your price, DO NOT exceed $10,000.00. Work days are up to 3 weeks after bidding days have been closed. You will HAVE TO provide assistance in website installment later.
