Hello

I need to start a website from zero with some functionalities that might sound demanding for a regular web developer. That's why I am not looking for a designer but an engineer. Also, I'm not looking for a 3rd party or a company but for a low cost solution.

Here is what I need:

1. template customization (html template monster would do)

2. company logo (i might refuse 3 or 4 if inappropriate)

3. database:

- 3.1 - several packages of services will be available: prepaid packages of 5-10-20-50hours, monthly/anual plans and pay-as-you-go plans

- 3.2 - there will be online counters (hours/minutes)on each customer account for the prepaid and pay-as-you-go packages. there will be a billing system on the monthly/annual plans to generate periodic invoices and mark them as paid when confirmed

- 3.3 - prepaid packages will be available for purchase online. on monthly and annual plans billing will depend on bank reports for acknowledging payments

- 3.4 - an admin page will allow the administrator to create and confirm accounts, allocate plans, mark hours and minutes as consumed for customers with prepaid or pay-as-you-go packages

- 3.5 - each customer will have one account but each account may have several users. users must authentify themselves individually but be able to consume hours from the same customer account. the monthly report should show who used what

5. online support must be integrated according to the website color scheme as a web chat

6. a small version of the website should be available on request of mobile browsers

Here are the full requirements for this project:

a. I provide services paid / hour and I would like to keep time spent with my clients on a counter associated with their accounts on my website

(More of this: Client logs in, fills out a service request on site, I arrive at his site and ask him to log in and start the service counter when works begins and stop that counter when work is complete. I will have, let's say, 1h and 45 minutes out of a 10 hours prepaid package, the system will log the task and mark that only 8 hours and 15 minutes are left from that prepaid package. This should be printable in a activity report at all times)

b. Customers are usually medium sized companies with 10-50 users. Each user will need to log in individually, but once logged in, will gain access to the companys account not his own. However, the system log should mention which user used the account resources and when.

c. I, as administrator, will need to gain access on all packages, timers, profiles, and make adjustments, all logged and mentioned on a report as "Administrator adjustment" (just in case someone fails to log in on site or the internet there is down)

d. Customers types:

- prepaid profile (Hour:Minute timekeeper)

- pay-as-you-go profile (Hour:Minute timekeeper)

- post paid profiles(based on a contract) (Hour:minute timekeeper and/or monthly plans)

e. Service package plans:

- prepaid packages with Hour:Minute timekeeper

- pay-as-you-go packages with Hour:Minute timekeeper

- post paid packages with Hour:Minute timekeeper

- post paid packages with monthly plans (counter will be there but custumer will pay a fixed amount as stipulate in his contract)

f. Schematic data:

Administrator---->Timers out of packages<----Customers{==All Users

e. Reporting and invoices:

- The system will generate monthly or on request reports for each customer activity(all users)

- An invoice form will be good (admin only)

f. Service purchase:

- Customers will need to be able to buy whatever package they need online

- There will be an order form instead of checkout for now

- When the Administrator marks an order as Paid, the package plan will be added to the customer account

g. Live support:

- A live chat support will be integrated for ease of access, existing customers in a hurry or future customers with no intention to create an account for one session of service

- Live support should be integrated in the website and follow the color scheme

h. Graphic identity

- A logo is needed

- A image search for suitable photos with the service is needed

- A template customization and color scheme and personal touch on design is also required

g. Implementation on 3 different templates:

- color scheme customization

- logo design and implementing

- appropriate images search and implementing

If you are not confident you can pull this off please don't bid.

I will not release payment for an unfinished job.
