A donation website

Ok there will be a lot of details here but its a fairly simple project I just want to avoid any confusion. You can build it in either ASP, ASP.NET or PHP I have both servers available. I would prefer PHP or ASP rather than .NET. Also this may result in a long time work because I always have projects like that and this one will probably needs a lot of maintenance in the future. Now assume that this website will be completed with a very simple template that will be all build in html and ready to work with. All you will have to do is to insert the code and make the project working. Now this website is a donation website, and its a one way thing, so people from all around the world can give money to the receiver that is a unique country and the receiver will always be the same country with its own currency that will be african Franc. Now here's the admin area, from there I want to be able to enter as many currency as I want. so when a user wants to send me money, he can use a drop down menu, look for his currency and convert it my currency that is the franc like I mentioned earlier. So for example if a guy from Canada wants to send me $300 Francs, he will select Canadian dollar, then the system will tell him how much canadian dollar he need to put to send me $300 Franc, so lets say the rate says I need to put $3 CAD to give $300Franc then this is what the system will say, then after that he will checkout possibly with Paypal or maybe with an SSL then pay the money. For another example a guy from USA wants to send $500 franc from the donation website so he will use the drop down menu anc check if the administrator of the site included US dollar, then select it, then enter that he wants to donate $500 Franc, then the system calculate that depending of what the rate is this may cost him $3.50 USD and then he checkout and pay. Another option very simple I want is that who ever wants to donate money can sign up and have a basic profile like name email and 3 or 4 text filed, then if he gives money again and again he just have to login and his information are saved, as well as I want him to view the last donations he did in the past. Once someone gives money, I want a textarea and a text field so he can enter a name and some comments. Once the donation sent, this will send an email to the administrator saying that he has some donations, then the administrator can login in the admin and view the donations. Again this donation site is one way only, so all countries will send money to only ONE COUNTRY. They will all pay with their own currency. Also I want a small area so the administrator can enter a % of commission he will take. He can from the admin change this % at anytime. So basically there is the donation, then the commission, then the final number after the commision is taken. ALso if you are familiar with OS commerce, there is a function about the currency, so you can add all the currency you want, then there is a button called update currency, and it connect to some source over the internet and get the live rate. So to make a short story of all that above: A donation website that receive money from any country, the person that receive the money is and will always be the same country, there will be for the donator a sign up section very basic, name email, and when he log in later on he can view all his old donations he did. Then he select his currency from his country, then enter how much in African franc (will always be that) he wants to send, the system will calculate how much it is in his currency to send the amount of franc he wants to send, then the system will calculate also the commision in simple % that will be taken by the site operator, then he checkout and pay. The site owner can add as many currency as he wants, (most popular currency not those weird ones) change the commission rate. Have a fonction to update all the currency he has on his site with a fairely accurate source and that is it.
