Website Coded & CMS Designed

I've just started up a social enterprise and I'm after someone who can help me get a working website designed. I'm naturally a designer (award-winning I might add, featured on deviantART and Smashing Magazine) and I've designed every page in Photoshop but I cannot program to save my life. What's required: Homepage -------------------- 1) rotating image rotator 2) mini-twitter feed - api's for this are publicly available 3) 3 custom articles with mainpage thumbnails - links onto larger articles page 4) services section inc. testimonials and awards 5) contact us (to be done in AJAX as an overlay, so does not need to leave the page) 6) ways to connect - buttons for whatever social socites I choose 7) mini-staff section - links onto custom-designed staff page 8) login system - dropbox process done in AJAX Articles -------------------- 1) Main articles page consists of thumbnails 2) Actual articles include attached media (images, videos etc) 3) Articles process includes formatting options and easy in-line media positioning of attached media/even external media Staff Page -------------------- 1) Name, title, thumbnail, profile info, email etc with a list Control Panel -------------------- 1) as soon as a user logs in from homepage/articles/staff page, they're redirected to this control panel page 2) Manage everything, from adding/editing/deleting staff & setting user permissions to modifying which twitter account to use, to accessing site webmail to any and all content management
