My goal is to setup a http proxy server on a pc that is OUTSIDE my network. Then to be able to use that proxy server via a browser on another pc in a different network. I want to be able to route traffic from my pc (and others) through the external proxy server.

Hi there, i can help you with the proxy server. Just note you won't be able to route all traffic from your clients through the proxy, but only subset of protocols (HTTP, HTTPS, FTP maybe some more). If you need to route all traffic, you better setup VPN through that server. Cheers.

Good day! I can help you to create a proxy server if only your PC (or router) has public IP. Most often I deploy proxies based on Squid and 3proxy. It's not a problem if you don't have a Linux machine. I can teach you how to install it in a free-5ual machine (like VirtualBox or VMWare Workstation). As proof, I can provide you access to one of my web-proxy. Is it supposed to use transparent mode?
