Traffic app

I would like to create an application that would indicate the traffic status through the following scenario: 1- The user would run the application through his trip to his required location. 2- the accelerometer of the phone would measure the speed of the car through measuring the speed of the phone; as this would indicate the status of the traffic. 3- The GPS locator of the phone would ping every specific period of time the data of the traffic in the location of the user. 4- The GPS of the phone has to be turned on and off automatically to save the usage of the battery. 5- The user can log on and check the status of the traffic on a map. 6- The region that is highlighted red on the map indicates that the car speed in this area is less than 15km/h. The region that is highlighted yellow on the map indicates that the car speed in this area is less than 40km/h and more than 15km/h. The region that is highlighted green on the map indicates that the car speed in this area is more than 40km/h. The region that is highlighted grey on the map indicates that there are no data available in this area. 7- The user can tag his location with a specific event like an accident etc .... 8- The user can determine his final destination; so that he would get notifications with the traffic updates through this route.
