First of all you will not be creating an app from the beginning. I will supply source code to you - The area that is the problem is keeping the app running in background and autostarting on boot. From your experience this should be straight forward. I wanted to speak with you in a more acceptable time for you however I could not chat on the mobile device. The app source already talks to a MySql database to the validation of the data communication is already done.
