Hello, I am an Android developer with 7+ years of experience. I've read your requirements and it should be pretty straight forward, however I propose a solution with 2 html files that will be stored in the app. The idea would be that when the app runs it checks the payment. If a payment was made through Google Play we load the paid html file and if not we load the non-paid one and show the Pay option. If you choose to use the Google Play purchases you will need your own Google Play accound and maybe give me access to setup the payments and the test items.
