First of wall, you need fast robust server, with nonblocking queue threads. I will not use mutexes at all, because they are slow, parsing xml files is not a problem, as the configuration. I'm only confused about the doc, you want indicators/plugins/libraries runtime loading and in description you said "dll", which is only windows specific, but you want a whole system on linux centos. So i think .so is what you really want or maybe you want to load indicators on windows that will work with linux server - it can be also done. If i'm going to do this i will also need what database you want - i need to pick db connector and sql syntax for db updates. Overall i can do this cheaper than everyone and i have a lot of experience in this stuff, as i'm working with this day by day. If you pick me i will guarantee you satisfaction and what you wanted and let's say 7 day support if something is not what you wanted/there is a glitch in the code - which may happen. Regards

However, there are some issues that will need to be addressed before we start. 1- About the price. What you want is a powerful and extensible trading platform, and also one that works with ultimate performance. The effort in implementing that will command a price of "at least" $3,000, probably more. 2- Personally, I (and many good freelancers) cannot agree to start a such large project directly, especially since you do not have a track record on the site. The reason is that upon accepting the project, we pay a 10% fee to the site. We much prefer to divide such projects into a more manageable set of subproject and implement those separately. 3- Although you provided a very clear document, such sized project will need a much more detailed design document, that the developer will prepare. This document will mention in detail each feature of the system, the project milestones in term of features, and the time line / payment schedule for each milestone. This document will serve as a kind of contract between the developer and you, and it needs to be done and agreed upon before accepting the project.
