I have my own software

willing to pay $100 per month

must have clean IP address and if the ip gets blocked by major carriers then must be willing to replace in within 24hrs

must not be blocked by any major carries such as Att,Gmail, AOL, yahoo,Comcast, sbcglobal etc.
