Dear Client, We are SharePoint professionals having more than 11 years in this line. So coming back to the requirement, so to make compatible with Modern and classic UI, we proposed to create SPFx webparts with Javascript framework. So, do you want to include both the webparts in a single app? I mean both the webparts will be part of single app or you want different apps for both the webparts. To automate all the things, we should lnclude the list schema as well in the webpart so that there is no mismatch of names of columns/name of the library etc, or alternative way can be, to make the list name configurable through webpart properties, i.e. if you already have the lists in the system, just give me the name in webpart properties and you are good to go!! I'm also in California for one of my client. Please let me know when we can discuss furher about this

I would suggest to go with development of 4 webparts - 2 for classic and 2 for Modern. Developing single webpart for both classic and modern would take away the modern look and feel and experience. For only modern we can use Out of the box webpart and can be done in 50$ in 1 day. If you don't like it we can develop as per the feedback in iterative method.
