Design, code and setup a WordPress site

I need a full-featured site made with WordPress. Requirements: ++ Design: We will start from deciding upon the main site layout and look. Then, you have to implement the design and the required menu. That is why developer should also have experience with Photoshop, etc, to be able to provide nice looking effects and composite images, etc. It's not a big site, there will have to be customized say, no more than 10 pages. (these will include: news section, plugins setup, etc.) ++ Any user that logs in should be able to add or modify the content through the CMS easily. ++ The site should bear the same content in two languages (separate sections, not the default translation functionality); a viewer should be able to choose the language. I will provide the content for sub-pages on the way, on course of site development. ##### Deliverables: ##### The content files of the site. The original .psd, .ai files. Instructions on how to install the site on our server (Apache/PHP module), from scratch and how the site can be used by administrator and content managers. ** Looking for a developer with experience in webdesign as well as WordPress and php.
