Create Banner that loads random text ads/links

Hello, I need a basic Javascript, PHP or ASP or another language script that will show text ad links inside a regular 728x90 pixel sized banner. If it's in ASP format then it should work on godaddy shared hosting plan. If it's in PHP then it must be compatible with PHP 5.2 because I use an old VPS. How should the banner look like? Text link sample: ----------------------------------------------------------------- title title title description description description (Ads by [login to view URL]) ----------------------------------------------------------------- Features of script: 1) Load and rotates randomly the pre-defined text ads/links inside a nice looking a 728x90 pixels sized banner. 2) I should be able to add, edit or delete a text link from the admin area or through a text file from FTP whenever I want. 3) The text ads should be clickable. 4) Make sure the script is safe, I don't want it to be hacked. You should design the frame of the banner that should look nice. The banner should include the name of the ad network like ([login to view URL]) at the bottom right of the banner as displayed above. There is no need to admin area if it's too complicated. I can also edit a text file and access it through FTP if it's easier for you. What I don't need: - I don't need any impression or click reporting or tracking with the script. - admin area is optional, as long as I can easily edit the text ad title, description and link, no need to user area. - I don't need any upload image function since the banner will remain always the same, only the text ads inside will change. - Database is optional, you can store the text links inside a file so I can access through FTP. Please provide a competitive price because this is an easy project for an basic script. Thank You
