Create an Animated SVG

We just need a quick animation on the following graphic. This is all that's needed: 1. Animate small yellow arrows to move in a CLOCK-WISE direction. (a continuous loop) 2. Starting with DEVELOPMENT, animate large circles in a CLOCK-WISE direction. The circle will alternate growing and turning orange. 3. Final file would be transparent and animation would be on an infinite loop. We need this to be an animated SVG, not an animated GIF, due to image quality and size needed. A sample of the animation needed is attached as a gif. Pay is negotiable depending on skillset and completion timeframe.
