Build a Website -- 2

I need someone to build a job matching site, that matches potential employees with potential employers, I know there are about a million of them on the internet already but I need it to fit certain requirements. 1. Obviously secure. Not kind of. Potentially secure in every way. 2. Capable of utilizing a plugin for payment gateway or payment processing, at least produce the spot for it. 3. Capable of being used as a "Temp Employment" company website so that I could hire employees directly if I need to. Once again, hire employee directly and manage them section. 4. It will need to have a secure database that both employee and employer information will be stored in. At NO point time or PLACE ... once again, NO PLACE should there be credit card information stored on the site. If you are not familiar with a payment gateway then I do not need your assistance. 5. I would need to optionally be able to perform a background check on employees that are applying to work for me and I do not want to redundantly put in the information myself. 6. I will have LOTS of data so I will either need dedicated hosting or separate media hosting that is secure. (at my expense obviously) 7. You will need to know how to design the site to ALWAYS and CORRECTLY utilize SSL. (Not just get the site to say HTTPS:// There is a difference. ex. Many magento sites don't correctly utilize the ssl certificate plugins or other programming to get the site to function correctly and fail to protect their data even though sometimes it says HTTPS://) We can get into details later but I need it to be stylish and functional. No, I do not see this as competition for this freelance site. My site will MATCH employees to EMPLOYERS and potentially I will use my corp to hire some of them. If anything this is a good use of freelancer and exactly what I need. This MAY be an on going project and I payment MAY be at the beginning of every month.
