Build a Streaming Website

Hello,
I need someone to build the infrastructure for a streaming website I'm developing. I'm not 100% sure how the whole thing will work but I'm proposing that there are a selection of videos which I have created and these are stored on a streaming website (wowza) and the addresses of each of these videos are stored in an SQL Database linked to the website. Approximately every hour a video will be randomly selected using a stored procedure and played on the website with data displayed about each video. The website itself will be hidden but consumers will be able to display the video and data on their own website once a fee is agreed.
This is a very open ended project. I hope someone would be able to bring their own ideas to the table as well.
