Hello, I'm familiar with Google Earth and mapping. I do have my own ArcGIS software for maps. I've vast experience of mapping and vector data development. I've overlay condos and subdivisions or any required data and will make map of your desired size and resolution.

Hi, and welcome to Freelancer! Have you got the overlay developed? If not, I'd be happy to help out. Did I understood right that it's a KML file you're looking for? Do you have any data source where I could find locations for those condos and development projects you want included in overlay? Or is it all in PDF you attached?
