Cartographic Map Creation

I read aput your project, you need a cartographic map utilizing arcGIS. i had developed many maps by utilizing arcGIS. one thing i want to know in what format do you have your data ? o can do this task not only in ArcGIS rather in QGIS as well as in Grass. i am new on freelamcing but i assure you of quality work ..i will provide you with a step by step guide video through which you will be able to produces maps by your ownself. i am bidding low because i am new on freelancer. Hi, As with all of my proposals I will use a sample of your data to create an example for you to view. This allows you to know what you will be receiving at the end of the project, and a base to setup the correct pricing.
