Develop a business budgeting model in Excel

2.1. Contractor shall develop Excel Budgeting Model and shall interface seamlessly with existing Finance system , which includes sharing of configuration tables (e.g. Cost Centre Code from FIN 2.0, Cost Centre Managers, Chart Of Accounts) and passing of data both ways (e.g. approved budget from Excel Budgeting Model, actual usage from Finance system) ie via ETL (extract, transform and load) approach. 2.2. Contractor shall be responsible for carrying out the following activities: 2.2.1. Conduct detailed requirements gathering sessions with relevant Organization officers to confirm user requirements, including screen and report layouts. 2.2.2. Work with project team (responsible for Finance to map out ETL requirements. 2.2.3. Configure Excel Budgeting Model based on requirements gathered. 2.2.4. Conduct user acceptance testing sessions to confirm requirements have been met. 2.2.5. Develop user guides and conduct user training sessions. 2.2.6. Transfer knowledge to Organization to enable future configuration to be done in-house after initial development. 2.3. Scope of work shall include : 2.3.1. Incorporate formula into budget entries using revenue/cost drivers and headcount information to arrive at initial estimate, to ease initial revenue and cost estimation 2.3.2. Establish interfaces to pass data from other systems such as student management system and HR systems into Excel Budgeting Model as drivers of the formula to arrive at estimates 2.3.3. Capture new headcount requests 2.3.4. Capture new asset requests 2.3.5. Provide consolidated financial statements and Analytics of budget and actual figures 2.3.6. Allow for what if and scenario analysis on financial statements 2.4. Contractor shall be proactive during requirements gathering sessions and propose intuitive screen/ /report designs that best meet the needs of Organization, including sharing best practices in other budgeting system that the Organization SIM should consider adopting.
