I am not sure if your requirement is specific to bluetooth, because you can build one with WiFi based system without any external micro controller and the wifi module cost only $2. Please share more details so that I can share more information as well. My job includes, designing the schematic, developing the PCB layout and software development for the WiFi module. But yes, I just assumed that it will be used for operating only few relays (around 4 nos max). There is however possibilities to add any number of relays as you want. Please note that with an external antenna, this WiFi module can be operated from 200 meter which is much more than any bluetooth device. Yes, power consumption is a bit higher due to longer range, but as you mentioned it will be powered from a car /marine battery so that shouldn't be a problem in this case.
