I'm a mechatronics engineering student (final year). and I can help you with that. but I want to know :- _ the camera type you will use . _"Control LED Brightness" you mean the screen right? my proposal is 80 £ in one week of course after you test the code . including the code , bill of material , connection guide , maintenance for 2 months if needed.
