I am a GIS developer with expertise spatially joining data like this. I propose to write a Python script to geocode each address, returning coordinates. I can then match to the blocks and census tracts data with a spatial join, and write the results to file. I will need to know the number to be geocoded, and if this is very large, may have to revise my bid accordingly, given there are costs to use the Google APIs.

Hello. Yes, it does sound straightforward (assuming all of the addresses can be geocoded and perhaps some other assumptions). I plan to use the OpenStreetMap geocoding service and the census data available via the US gov TIGER data. I can provide a small/representative random sample of results prior to accepting to demonstrate the quality of the results. As far as addresses that cannot be geocoded, I am not sure. Obviously there's linear interpolation, but that's a bigger project. At any rate, what I've suggested so far is a good starting point to begin the conversation if you are interested.
