Template development for Drupal 9

We need a template development for Drupal 9, experience in the use of web standards to create valid and semantic HTML5 and CSS3-based sites.
Desired knowledge:
- JavaScript or any JavaScript framework, Jquery ...
- Experience with CSS Frameworks like Bootstrap.
- Drupal 9 theming with Twig.
- Experience in responsive design.
- Drupal 9 frontend and backend.
- Optimization theme to pass the test in Google's PageSpeed Insights (+95) and Web vitals (all green).
We already have a website developed with this design ([login to view URL]) but this website is not made in Drupal 9.
We want to make the template for Drupal 9, currently we already have the entire structure created in the backend with the types of content necessary with the content and now we need to make the responsive template for:
- Homepage.
- Listings of news or labels.
- Inner page articles, short articles, topic and special.
- An editor's news list page.
- Basic page.
- Responsive website.
For this we can provide the pdf with all the requirements and as we have mentioned we also already have a website running with this design ([login to view URL]) from where the styles can be copied.
