WIndows Desktop application to connect with local microsoft file database (MDB) and sync with remote mysql database

Hello, i have an old application running in windows 7 that store and read data to a microsoft access database (.mda) i need someone that create an application in .NET (c++ for example) that runs in windows 7 and 10 and that will have the following features: -be able select the file database mdb and store the path in the settings -read only (not write) data from the local mdb database, real time if possible or pooling every 1 minute -check for updated rows or new rows and send them via api to an online server, i'll provide the api specifications, first check will send all data, (database initialization) -rows that was not updated dont need to be sent to server via api, just new rows and updated rows -app should run in background, on windows start and start minimized -app need to have a minimal user interface with at least a status (green for everything ok, yellow for "need to sync" red for sync stopped or internet connection not available), a message status for the operations done (eg: database sync, upload complete, upload fail retry in 10 secods, etc), a button to manual sync the data (upload changes to server) any suggestions (or mockup) for the user interface are welcome how many days it would take and how much it will cost? thank you, Eduardo
