I have done similar using the .net framework Image class, GDI + in the past using multi threading. I can work on this project that can scale for a batch / live process based on the call count.

I have experiences on image processing using C# before. The basic features (resize, rotate, watermark, save image) should be up in less than a week. Depends on how you want to integrate it to the use interface, it may take a few more days I suggest you use wpf graphic media libraries because the requirements are very basic. wpf libraries should be able to handle all the tasks
