Building a webservice in C# to connect 2 ticketing tools

Hi,
I'm on a tight deadline and would need someone to help me out building the basis of a webservice, in a Coaching/Trainning way.
We'll need to connect 2 Ticketing systems (our system to Remedy), at a basic level.
We have our own functions, but what we will need is to create the first wsdl to enable the partner system communicate with us.
This will have to be deployed in IIS and therefore use C# technology.
The project should be handled remotely, and we will be working together through Skype to reach the desired outcome.
Friday 16th would be a good day to start.

In my dayjob i create asp.net applications that need to communicate with other applications. This is done by create WebApi or WCF services.
