I'm an experienced developer with a keen interest in the Raspberry Pi. I've worked on many Pi related projects using various input/output boards. I would need to purchase the same pulse flow meter that you are using - to insure that the pulses are correctly read. Will this be powered by 12volts if on a boat? If so I'd recommend using an Arduino. I would be very interested in working with you on this pump control program.

From the hardware point of view you could use a small microcontroller module that receives the signal from the flow meter and thus keep the pump on. I recommend using a touch type lcd screen to display and configure the values ​​and interact with the device. I would like to discuss some other details by chat.
