EDID Emulator / interceptor Driver

The problems: (1) When Windows 7 is used in a multi-monitor setup, when the primary display screen is disconnected, Windows nominates another screen as the primary screen. (2) When a monitor is physically swapped for another make or model, Windows 7 defaults the resolution to the monitor supplied (EDID) native resolution. These featured are designed to be helpful to home users, but is a major hinderance in a digital signage environment where we want the configuration to stay the same regardless of any hot-swapping that occurs. As I understand, Windows 7 constantly polls monitors for the EDID information. I would like someone to write some form of software EDID emulator / driver / servie / hack / etc. that does the following. (1) Has a command line parameter that "captures" the current video configuration (display setup and resolutions). (2) Reports back that configuration on an on-going basis. Therefore, when the driver/hack/service is running, it should be possible to remove any connected monitors, regardless of whether they are VGA, DVI, display port, connect any other monitors, and the display configuration should stay the same. To re-iterate: All hotswaps should be ignored, and when restarted with monitors disconnected, the display configuration should stay the same.
