Arduino LED Controller and Web Server

I have an Arduino shield that controls a string of 25 color-controllable LEDs. I've fashioned them into two clusters of 12 each (1 is "sacrificial" due to mechanical constraints) and installed them into a weatherproof housing. My goal is to talk to the Arduino via a web server running on the Arduino, and change the status of the lights based on a number of home automation elements. I need to have the banks of lights blink based on variables passed in a GET request. However, I am a terrible Arduino programmer and it would take me a considerable amount of time to learn how to do the looping required. I built a proof-of-concept tool (included below) that takes simple GET requests and changed the status of all the lights, and now I'm ready to have someone else program the more complex parts. Frankly, I can't quite wrap my head around how to do the waiting on the web server and doing the blinking loop. I may add much longer strings of lights in the future, and have more banks so I'd like to have this be extensible with number of banks. I intend for this code to be Creative-Commons (Attribution) licensed and I will probably put it up on public websites.
