Video Streaming H.264 stream with WebRTC

We are trying to stream a video from a DJI drone into the live streaming RTMP server or as a peer to peer connection using WebRTC. The video feed is received from the drone to an android phone using the MSDK provided by DJI. The video stream should have a latency of less than 5s. The received video is encoded in H.264. we have tried to push the stream to and RTMP server using LibRtmp provided in this link. And we are using the low latency Antimedia streaming server. We also tried to use another android RTMP publish libraries like DJI LiveStreamManager and this. Each has its own issue.

Eventually, we want to display the live video stream in a webpage.

We are looking for a developer with experience in Android development and WebRTC to develop and android app that can publish the video stream using WebRTC and display it on a webpage.
