I can build this for you. I have extensive experience writing voip applications and plenty of experience with the RasPi hardware. For this bid, I will provide you with a Debian-based package you can install on your own RasPi along with instructions on what I/O pin the system will toggle. This package will require that you have a SIP server of some sort that you can instruct the pi to register to via a configuration file. I will build the client to use standard Linux audio libraries, but the exact configuration of the USB audio input (the Pi has no built-in audio input) will be up to.
