CSS Site Layout Needed

I am looking for someone to take a site design mock up we have created in photoshop and make a multi-browser CSS compliant template out of it. The specifics of the design will ONLY be released to the winning bidder. But, in short, it's a 3 column liquid layout with a header and footer. The final product will need to be browser window resolution dependent using a javascript code found on this site: [url removed, login to view] The template file will need to have a drop down using javascript, and will need to detect if javascript is enabled to display the menu. See the top menu style of [url removed, login to view] for this type of feature. You will need to: slice the image into it's smallest available elements to speed page load. e.g. use backgroud repeating images, slice the background image to small bars, etc. SPEED OF PAGE LOAD, AND QUALITY OF IMAGES ARE EXTREMELY IMPORTANT. IMAGES FOR BACKGROUND SHOULD BE USED ONLY WHEN NEEDED, AGAIN SPEED OF THE PAGE IS IMPORTANT. NO TABLES CAN BE USED. CSS ONLY. This is a HUGE requirement, we DO NOT want HTML TABLES in the template. Template must be CLEARLY commented as to the sections. The final product MUST work in all popular browsers. (i.e. Firefox, IE 6/7, Safari, Flock, etc..) You may only present us with a final HTML document. e.g. NO PHP CODE IN THIS TEMPLATE. (if you have some absolute requirement to use php, we can talk...but the goal is to have no programming code in this document) Thank you.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
