C# and OpenCV / emgu wrapper

To process a short < 30 second video, and detect the number of race horse being paraded. A test harness with some detection has already been created using an open source project. We need to increase the detection rate, by tweaking the opencv paramaters, or changing the models that are used for detection. <[login to view URL]> <[login to view URL]> ## Deliverables One video will be provided, which is about 30seconds. Frames will be numbered. The developer will be provided a spreadsheet with the number of the frame, and the number on the horse to detect. Microsoft SkyDrive will be used to share files. Documents are to be in Microsoft Office 2010 format, or PDF. Knowledge of TFS prefered. I will allow access to my TFS server, and code will be developed in its own branch.
