C# Scrollbar Class

I need a c# class that uses the control handle to determine if the control's scrollbars are visible. It must determine if the vertical, horizontal or both scrollbars are visible. This is fairly simple but I need it to work with as many controls as possible. Including firefox and other browsers with scrollbars. Must also work with windows controls and grids, etc. Thanks and good luck
