delphi program to set up DNS servers

Hi, I need a DELPHI (delphi6 or higher) program that is able to modify the DNS server of the Internet connection. 1) this software must be able to get the 2 DNS servers from the internet (can be a text file or a xml file): ex: get [login to view URL] 2) must modify the DNS servers. (set the DNS to values he just got from server) 3) must read the value of the DNS servers and set them to values if they have been changed. This software must run on XP/VISTA/7 windows (this is a parental control software, not an illegal piece of software)
