create & design an iOS and android application & website

I want to make an application on the iPhone and Android I can display images for marketing and I control it from the site and must be two languages Arabic and English and must use the "Programming language" of special programming owned by me and can not be used for programs or programming sites and we want the developer to update the program on an ongoing basis. Also a simple site for application.
